Investigate Tunji-Ojo’s NYSC certificate, group petitions CCB

The Accountability Front for Justice and Good Governance (AFJGG) has petitioned the Code of Conduct Bureau (CCB) to urgently investigate the National Youth Service Corps(NYSC) certificate scandal hung on the Minister of Interior, Dr. Olubunmi Tunji-Ojo.

The group in the petition entitled “Petition on Breach of Conduct of a Public Officer, Urgent Call for Investigation Into Dual Engagement in Public Service by Hon. Olubunmi Tuji-Ojo” dated Oct. 17, 2025 and addressed to Chairman, CCB was signed by Comrade Adebola Adedara, Convener AFJGG.

The group alleged that Tunji-Ojo was engaged concurrently as a Corps member and a member of House of Representatives in the same year between 2019 and 2020, citing a case of dual engagement in the civil service.

The group noted that with the alleged dual engagement, Tunji-Ojo’s has breached the Code of Conduct rules and violated the 1999 Constitution of the Federal Republic of Nigeria (as amended).

The petition: “We, the undersigned concerned citizens and stakeholders in Nigeria’s democratic governance, respectfully submit this petition to the Code of Conduct Bureau (CCB) concerning a serious breach of the Code of Conduct for Public Officers as contained in Part I of the Fifth Schedule to the 1999 Constitution of the Federal Republic of Nigeria (as amended).

“The matter pertains specifically to the dual engagement in public service by Tunji-Ojo between 2019 and 2020, when he allegedly served concurrently as a Member of the House of Representatives and as a participant in the NYSC programme, both of which are full-time national assignments under the law.

“Facts of the matter are: Status as Member, House of Representatives (2019–2023):, Tunji-Ojo was elected to represent the Akoko North West/North East, Federal Constituency in the House of Representatives, following the 2019 general elections and was duly inaugurated in June 2019.

“Membership of the National Assembly is a full-time constitutional engagement, with entitlement to salary, allowances, and privileges of office.

“Available records indicates that during this same period (2019–2020), Tunji-Ojo was also mobilized by the NYSC for national service and while serving as a federal legislator and drawing emoluments from public funds, he was concurrently engaged as a corps member, a clear case of dual public service engagement.

“The 1999 Constitution expressly prohibits a public officer from receiving emoluments from, or participating in, more than one public office or service at the same time, the concurrent performance of legislative duties and NYSC service falls squarely within this proscription,” the petition read in parts.

The group also noted that the legal implications of such was a breach of the code of conduct for public officers under Paragraph 2(a) & (b), Part I of the Fifth Schedule to the 1999 Constitution (as amended):

“A public officer shall not —receive or be paid emolument of any kind in respect of any public office other than the one he is occupying; or engage or participate in the management or running of any other public service apart from his primary assignment.”

“By serving simultaneously as a federal legislator and an NYSC member — both offices within the public service Hon. Tunji-Ojo was in direct breach of this constitutional provision.

Contravention of Section 1 of the Code of Conduct Bureau and Tribunal Act, (Cap C15 LFN 2004): the Act mandates the Bureau to ensure that public officers observe the highest standards of morality and accountability in public service.

“Holding two full-time public service positions concurrently undermines this standard and constitutes misconduct under the law.

“The concurrent service undermines the transparency, and accountability in public office, eroding public confidence in the sanctity of Nigeria’s governance institutions,” the petition further read.

The group, however, prayed that the CCB should commence immediate investigation into the matter in line with its constitutional powers under Paragraph 3(e) of the Third Schedule to the 1999 Constitution (as amended).

“Refer the matter to the Code of Conduct Tribunal for appropriate adjudication and sanctions in accordance with the Constitution and the Code of Conduct Bureau and Tribunal Act.

“Uphold the principles of transparency and accountability by ensuring that this case is investigated thoroughly and concluded in the public interest,” the group said.

The group noted that the petition was made in good faith and in the overriding public interest to protect the integrity of Nigeria’s public service and reaffirm the supremacy of constitutional ethics in governance.

“We trust that the CCB will handle this matter promptly and with the seriousness it deserved” the group said.
